Stephen Harper on Global Governance of BANKS

Canadian Prime Minister Stephen Harper "What we cannot have happen, what concerns me, is that we see Governments intervening, giving a great deal of money to some banks and financial institutions. Banks and financial institutions do short term fix to their balance sheets and then say, 'We want to give the money back to the gov and now get out of our lives.' That is the worst of all worlds... sending the wrong message about unregulated capitalism."

"There is going to have to be some semblance of Global Governance... We can't operate where major financial systems are operating in a manner that is not transparent because it affects the entire global economy."

He goes on to blame unsustainable US consumerism fueled by US banks.

I see this as corporate-moral-hazard. I don't see Harper's statements as Black Hat, but rather an option for corporate governance. What did I miss?
